Quantity Surveyor Engineer (QS) calculates and manages all cost-related aspects in construction projects. QS helps to ensure that the construction project is completed within the given working budget. QS is also tasked to negotiate with suppliers and subcontractors to reduce overall cost of a project in order to ensure the best value for money. 

Authorities & Responsibilities:

• Coordinates to the project manager on project cash flow;
• Selection and canvassing of materials within the minimum requirement and the given working budget prior to preparation and submission of material approval to the owner’s representative of the Project Management Team;
• Coordinates with QA/QC on the qualification of testing agencies and/or 3rd party testing centers within the working budget per test performed;
• Helps and coordinates the Project Manager on requesting quotations from the Specialty Trade Contractors or Subcontractors to check unit rates are within the working budget;
• Helps the Project Manager in checking the quantity and specification of materials requested on the Materials Request Form, Subcontractor Request Form and Cash Request Forms by the project engineers or Project In-charge;
• Compiles issued Purchased Orders and monitor the deliveries;
• Compiles approved Subcontractor Billing Forms;
• Prepares and monitors the project running cost summary of sales invoices, service invoices, equipment rentals invoices, lot rentals, subcontractor billings, petty cash liquidations, cash request liquidations, and other project expenses as much as possible;
• Request monthly payroll and wages, subcontractor, material, equipment, operating expenses and overhead expenses report from the accounting department and compare to the site project running cost monitoring;
• Preparation of Work breakdown Structure and generation of BOQ;
• Conduct value analysis and value engineering;
• Preparation of change orders;
• Measure and value work done on site and carry out monthly valuation of work in progress including forecasting of project monthly accomplishment.
• Performs other duties as required by the Project Manager or the Engineering Head.
