I. POSITION SUMMARY 

The Customs Declarant is responsible for the accurate preparation, lodgment, and processing of customs import and export declarations in compliance with the Bureau of Customs (BOC) regulations, tariff classifications, valuation rules, and applicable trade laws. The role ensures timely cargo clearance while minimizing compliance risks, penalties, and delays. 

II. KEY DUTIES AND RESPONSIBILITIES 

A. Declaration & Documentation 

• Prepare and lodge import and export declarations through the BOC electronic systems (e.g., e2m / CMS / related platforms) 
• Ensure correctness of tariff classification (HS Code), customs value, duties, taxes, and applicable fees 
• Review shipping and trade documents such as: Commercial Invoice, Packing List, Bill of Lading / Air Waybill Import Permits / Clearances (e.g., FDA, DENR, DA, NTC, etc.) 
• Encode and validate data to ensure consistency with supporting documents 

B. Customs Compliance & Regulations 

• Ensure compliance with Customs Modernization and Tariff Act (CMTA) and BOC policies 
• Monitor and apply relevant tariff rulings, exemptions, and trade agreements (e.g., ASEAN, FTA) 
• Identify potential compliance issues and recommend corrective actions 
• Assist in handling customs queries, examinations, and post-entry audits 

C. Coordination & Processing 

• Coordinate with customs examiners, brokers, ports, shipping lines, and clients regarding shipment status 
• Follow up on customs assessments, payments, and release of cargo 
• Address customs holds, queries, or discrepancies promptly 
• Support pre-classification and valuation reviews to avoid delays and penalties 

D. Records & Reporting 

• Maintain accurate and complete records of filed declarations and supporting documents 
• Prepare reports on declaration status, clearance timelines, and issues encountered 
• Ensure proper archiving in compliance with audit and regulatory requirements 

E. Continuous Improvement & Support 

• Stay updated on customs rules, tariff updates, and procedural changes 
• Assist in internal audits, compliance reviews, and broker accreditation requirements 
• Perform other brokerage-related tasks as assigned 

III. QUALIFICATIONS 

A. Education 

• Bachelor’s degree in Customs Administration, Business, Logistics, International Trade, or related field 

B. Experience 

• At least 1–3 years of experience as a Customs Declarant or similar role in a brokerage or logistics company 
• Experience in import/export declaration processing is required 

C. Skills & Competencies 

• Strong knowledge of HS classification, customs valuation, and CMTA 
• Proficiency in BOC systems (e2m / CMS) 
• High attention to detail and accuracy 
• Good analytical and problem-solving skills 
• Ability to work under pressure and meet tight deadlines 
• Effective communication and coordination skills 
• High level of integrity and confidentiality
