About the Role:

• The Digital for Development Operation Division (ITOP) of the Information Technology Department (ITDS) is setting up Enterprise Geographical Information System (GIS) operation services to bank wide, clients (DMC), and public. This includes not only upscaling and consolidating existing GIS systems, but also setting up service centers.

• For this preparatory activities, ITOP requires the services of a Senior Business Analyst (BA) with extensive business analysis experience, GIS technical knowledge, and GIS operation experience, prepare business case (investment planning), and procurement of GIS system, cloud hosting services, data acquisition, and implementation services, and GIS service operation.

• Specific tasks and job duties of the position that are required on a daily basis.
• The Senior BA will assist in developing business cases and various procurement documentation.
• Specifically, the expected tasks to be performed by the Lead BA are, but not limited to, the following:

• Task 1 Research, interview, workshop, study cases, and survey from various sources and stakeholders. Consolidate findings and draw out conclusion. Author summary document
• Expected Deliverable from Task 1 Develop business case document for GIS Service Center
• Task 2 Prepare various GIS related procurement document and assist procurement process
• Expected Deliverable from Task 2 Statement of Work, Terms of Reference, Product Specification, Procurement Justification, Selection Criteria
• Task 3 Standardize service catalog and prepare service from & workflow.
• Expected Deliverable from Task 3 GIS service catalog
• Task 4 Assist managing GIS stakeholder communication and governance
• Expected Deliverable from Task 4 Workshop materials, Communication materials, and Decision Notes
• Task 5 Set up community sites and collaboration platform. Manage content and documents
• Expected Deliverable from Task 5 Sharepoint & TEAMS sites set up and Operation.

The selected resource should have the following qualifications:

• 10 years of solid business analysis experience.
• 8 years’ experience in Geographical Information System Operation.
• 8 years’ experience in IT Team leadership.
• 5 years’ experience in designing and testing IT applications.
